Program Cost Manager

International manufacturer of capital goods for commercial and military applications has a significant opportunity for a Program Cost Manager.

 

Reporting to the Director of Finance the Program Cost Manager supervises direct and indirect reports in support of Program Finance responsibilities

 

Responsibilities include:

 

Support the development of Company operating budgets

 

Ensure program plans are in alignment with company plans.

 

Identify, analyze and report on significant cost drivers.

 

Conduct value analysis on the main supplies.

 

 

Provide support to the financial planning & analysis group and functional departments during quarterly re-estimates of work remaining.

 

Assist other Finance personnel, as necessary, with claims management, customer invoicing, program journal entries, forecasting and re-estimating activities.

 

Provide support for financial audits.

 

Provide support for the development of program data collection and summarization structures needed to satisfy internal and customer reporting requirements.

 

Allocate program budgets to functional departments and provide support to the departments for the distribution of budget to program work.

 

Provide oversight for the baseline change process and support  variance analysis and corrective actions.

 

Assist in the development of cost improvement plans

 

Provide support for risk and opportunity identification, analysis, response planning and reassessment.

 

Maintain a focus on continuous cost reduction.

 

Provide day-to-day leadership in implementing and maintaining a compliant Earned Value Management System (EVMS)and ensure cost and schedule integration between all tools used in the EVMS.

 

Implement and execute a continuous learning environment to ensure all levels of  management and program personnel are trained in the processes and government requirements for EVM compliance.

 

Requirements:

 

Bachelor’s degree in Finance, Accounting or Business related field

 

4 or more years of experience in a Finance or Accounting position

 

Experience in leading or managing a team of employees is preferred.

 

Must have excellent Microsoft Office Suites computer skills, specifically MS Excel

 

EVMS experience, Earned Value Analysis is required
